    Call one of the NYSED attorneys.

    Try Richard Trautwein, Esq.

    He's the Counsel to the Commissioner of Education and the
    Board of Regents.

    He's also the Deputy Commissioner for Legal Affairs at NYSED.

    He will undoubtedly be able to direct you to the correct office.

    I don't know his phone number, but you should be able to
    reach his office through the main number for the NYS
    Education Department in Albany.

    Please inform us of the resolution.
