My district started last year (as one of the test cases).
Admin did a big roll out with videos showing what teachers
in each category looked like and asking us to try to guess
the rating, etc. After two years, I'm gathering that there
are two kinds of administrators: 1) buys into the whole
idea that lower ratings mean teachers will work harder 2)
understands that teachers need that positive feedback. My
administrator gave me mostly "accomplished" and a few
"proficient." When I challenged certain areas, she listened
and revised her assessment. By the end, I had mostly
"accomplished" and a few "distinguished." Other admins
don't care enough to listen, much less change their
evaluations. I'm at the high school level, though. I've
heard elementary is a whole different ball game.
