    You are not blacklisted. But you'll need to wait out an
    additional year beyond the year your resigned.

    Then you can re-apply in the applicant pool. If a school is
    willing to hire you, then you submit a withdrawal of
    resignation form.

    Of course, you need to find a school that will hire you first.
    Your explanation should be sound and sincere. Most schools
    aren't willing to give people a second chance. There are too
    many applicants out there.
