    Students in NYC public schools are not
    learning, especially in the ghetto areas.
    They are promoted from grade to grade
    without preparation. Parents have no idea
    what is going on. It is a vicious cycle that
    never ends. Good teachers that want to teach
    are not allowed to do so. Teachers are
    teaching the test and nothing more.
