    We are departmentalized at that level. 5th grade science has
    a 45 minute period five days a week. Instead of 30 kids,
    they have 150. I believe the 5th grade TEKS specify simple
    experiments.

    Now I do agree that science ranks lower on the list of
    priorities in a district compared with math and language
    arts.

    Please describe what you are considering a full blown lab in
    5th grade.
