I experienced something similar when I moved from Hawaii
to Texas. It seems Texas has a great need in ESL and and
Special Education since many students are disadvantaged
and there aren't enough teachers with the qualifications to
receive reciprocal certification in Texas. I had obtain a one
year emergency certificate while I took the scheduled tests
required by Texas in the fields THE STATE NEEDED NOT
what I wanted in order to teach.
I found that each state is the same! Reciprocity is non-
existent. The systems in place in each state place an
undue burden on teachers moving to a new state and
simply bilk teachers of thousands of dollars for each
teachers they are required to take. It's s racket that should
be stopped, but no one seems to care enough to do
anything about it. Good luck in your search. Contact the
school district where you'd like to work, ask for the HR
department, and inquire what the requirements are in the
district. Talk to a person, get their name and function in the
organization and go from there.
