Neither of those will work. CPS has too high a case load for
anyone to do anything other than file it somewhere. The same
thing with law enforcement, they just can't dedicate a patrol or
traffic officer too follow this kid because he MIGHT commit an
offense, and even if he did, it would take a LOT to get this kids
license suspended considering the parents resources.
