I live in Japan and don't have first-hand knowledge of
housing in Korea, but I know two teachers that just came from
there last year. They said that when you rent a place off
base, the landlord requires an entire year's rent up front.
That means you get your LQA (living quarters allowance) in a
lump sum, withdraw the cash from a bank, and carry it (in a
very large bag!) to your landlord. Sounds crazy, but you
don't have to worry about reimbursement, which can be a
hassle at first. I haven't heard about the quality of the
housing, just the wacky method of payment. I've been to
Korea, though, and know that it is pretty nice. Not too
different from Japan. I'd say take the position if you
really want to work in DoDDS.
