I'm just a teacher and have no real insight into the hiring
process other than my own observations of the staff around me.
However, what I did hear our principal say once was that after
the transfer round, he has to give consideration first to the
local applicants to fill remaining positions. If there are no
qualified candidates in the local applicant pool, he looks to
stateside applicants. This year, I've seen a couple brand new
teachers with veterans preference and zero teaching experience
get hired locally. I've also seen a couple lifelong civilians
with years of teaching experience brought over from the states.
A lot just comes down to luck - you may be a local hire with
vet's preference, but nothing in your subject area opens up.
