I don't have an exact number (or even a range based on data) but when the updated list comes out (of who is where and how many positions are vacant) I will share it. At a wild guess I would say that of the 100+ DoDDS schools worldwide there will be an admin change at 10 to 20% of the schools due to retirement, PCS, promotion etc.
I have heard conflicting reports about whether local hires have an advantage. In theory it would make sense that if you are already in the system and have good references the powers that be would feel there is an advantage to hiring someone who is familiar with the mission, ethos and structure of DoDDS (and who has shown that they can successfully make the adjustment to living overseas).
