Response to Transfer Round

The exact mechanism for placing people can get a little fuzzy once the transfer round starts. Yes, it is possible for D-F people to be placed. This is more likely if they have unique or hard to fill certs and/or if they are open to almost any location to try and move up the transfer ladder (move to an A location for a short time with the express purpose of getting to a more desirable location).

As for backfill it is not always entirely clear how it works/who gets priority since it is an ongoing, domino type of process. I think if they can see a clear first this, then that type of scenario with the first round of moves then they might place and backfill with certain people in mind.

Filling the list is the priority but placing people with the highest rating does come into play.
