There are more ways of getting your students ready for the test than to
make them miss recess. Students can be retained, required to go to
summer school, required to do after school tutoring, better preschool
programs etc. In my state there are minimum requirements for the amount
of physical activity and fine arts. Some states/districts are not going
to the extreme of denying recess. If your school is doing that, it is
because they chose that remedy.
