    The problem in California is that California has a lot of "no
    loads," that is people who use welfare, free school lunch,
    education, health care, food stamps, and other benefits from the
    government without providing a single thing in return (besides
    crime, complaints, and occasional riots). So when the taxes taken
    in by the state decrease because so many working people are out of
    work or making less or their property taxes went down, then it
    becomes an enormous hardship on the state to take care of all the no
    loads and the state has trouble providing even normal services
    because there isn't enough money to go around.
