How can teachers best handle bullying?

It happened a long time ago but I was being bullied at elementary school and my teachers did nothing. At the time I didn't even know what responsibilities the teacher had so I didn't blame anyone else for not helping, thinking it was all my fault for being bullied. I've told the teacher multiple times about it but nothing really changed.

Lately, I've been thinking about it and came across many arguments about how when the teacher takes sides it negatively affects the bully who is a kid too. I do understand it feels bigger when it seems like the teacher is against you as a kid, especially troubled kids who don't have enough support and ends up bullying someone to cope with everything. But can't the school or the teacher do anything about it?

But I recently realized they didn't actually do anything to help me. He kept bullying me since mental support doesn't immediately stop people from hurting others.

At the time, I couldn't really ask for my parents to help me with this problem since we were living in a foreign country and they didn't speak the language of that country. It felt like nobody was on my side because the teacher did scold the whole class when somebody's toy was stolen and the time I couldn't eat a fish because it looked scary. In the latter case, the teacher didn't know who left the fish in the tray so she probably didn't consider the possibility of me not being able to eat it because I wasn't raised in a culture where we eat fish. But the whole scolding felt like it was directed at me specifically. I now think she was just avoiding a scolding directed at just one student so that they won't feel like the teacher hates them. But at the time, the whole scolding thing just proved to me that she's capable of interfering just didn't think my bullying was worth interfering.

There was time someone wrote a bad word on another kid's backpack and the teacher scolded the whole class too. That ended up making me feel like I didn't matter since I've been hearing those words from the bully everyday but I didn't see the teacher do anything about it. She might have done something that I didn't know about but it all made me think she didn't care about me. It also might be worth considering I didn't have any proof of all that bullying.

I've been hearing about how adults shouldn't take sides when it comes to kids having trouble with each other but can't somebody do anything about it? It does do a lasting harm. Sometimes when I hear or speak the language of that country, I can't escape the memories of him saying I don't matter or him taking my hands during a planetarium and whispering dirty things to me.

I do understand that adult against a kid is unfair, so taking sides can end up with more damage but isn't there something else the teacher can do? All the arguments I came across when it comes to this topic makes me feel like there's no option but for kids like me to suffer.
