If you really want help we need to dialog.
I see you were quick to gripe about the "impractical" but didn't
mention any of the practical and/or legal suggestions.
The most important being do you have your principal and the
board/districts support of what you do?
I agree about the parents signing a TOS and UA, you can have
the child sign too if you wish but minors can not enter into binding
contracts or agreements...adults can.
The TOS and UA should spell out some possiblities of what can happen
when it's violated.
But if the principal, superintendent and school board won't
enforce it it's not really a solution either.
