Fine words, but in a "one size fits all" school system where
directives from on high within the state determine direction, its
not realistic. You seem caught up in semantics. The REALITY is that
a lot of children are falling behind because the system, for
whatever reason, doesn't work for them. The REALITY is that
the "test" measures what is known of the curriculum that our nation
has defined. It may be a poor instrument for measuring, but its what
is being used. Simply saying "you used the words "at least" so no
one should listen to you..." doesn't address the REALITY of
teaching. Its all well and good to say "at most", but that both
limits the upper possibilities and shuts down any dialogue or
cooperation.
Why not open your mind instead of dismissing what you don't care to
see?
