    This reminds me of one school that I taught at that did not
    have completed walls between the classrooms. It was hard
    teaching there because the teacher next to me had absolutely no
    control (papers, etc. used to fly over the walls and the noise
    level was great).

    I would suggest doing library lessons for the classes that
    adjoin the library. Explain to the classes the need for quiet
    while in the library. Maybe when they see what happens when
    you instruct them they will see the need to behave properly
    when they go through the library.
