Never ignore comprehension. I am a literacy coach trained by
Irene Fountas and her team. My own daughter is in third grade and
can read up to level T with 100% accuracy, but when it comes to
comp. she is instructional at level P. I would never give her a
book to read that she doesn't understand.
If the student has 100% accuracy on level N, you need to do comp
score to get instructional level. You need to refer to the chart
in the BAS Guide to score the child. It is very important to take
them to frustration to get their highest instructional level. But
comp., and fluency for that matter (especially at level N), will
play a big part of what level you stop at. Good luck :)
