It may be the image size. Paint Shop does buggy things with
the image size. You will set it, but it reamains large. Also,
instead of exporting try to 'Save As' and see what happens.

What browser are you using? IE will blow-up with jpg's
sometimes. We often convert to gif or tif to make IE
happy...I can't remember which.
