Everybody's going to have their own, personal favorite.

Mine is called Webpage Maker. It's at:
www.webpage-maker.com

Even though it costs $50, it's the easiest to use (that I've
come across) and it's very quick to load and use. And it
has lots of great feautres like navigation bars, flash,
drawing shapes, templates, etc.
