I would do a water change again and add 1/2 teaspoon aquarium salt (it's a
good preventative to certain bad bacteria) and also add the dechlorinator.
Never mind the ph balance solution. Maybe he needs some fresh water. You
may consider picking up some maracyn 2 to treat for a bacterial infection
(internal). It won't hurt.
