    If they don't post all of the positions then folks can't figure out
    that the turnover is really large. Don't want people to realize
    that. In recent years lots of the new teachers on the slope have
    been from out of state, folks in state stayed away.

    Another cover up on the turnover was how it was reported. Teachers
    that did not get a contract for the following year were reported as
    quitting since they resign to get the recommendation. Of course
    they did not quit, but looks better when telling the board.
