Yes, I have heard of this:

REASON: IN MOST SCHOOLS, ESPECIALLY SMALL ONES, THERE IS AN INNER
CIRCLE OF TEACHERS IN EACH WHO HAS BEEN WORKING IN THE SCHOOL FOR
YEARS, THESE TEACHERS ARE USUALLY LOCALS WHO GOT THEIR JOBS THRU
CONNECTIONS OR PATRONIZING BEHAVIOR,AND THIS INNER CIRCLE RUNS THE
SHOW AND NOT THE PRINCIPAL OR SUPERINTENDENT. EITHER YOU FIT IN OR
YOU ARE OUT. MANY SCHOOLS LOSE COMPETENT TEACHERS AFTER THE FIRST
YEAR SIMPLY DUE TO THE FACT THAT THEY ARE NOT ACCEPTED BY THE INNER
CIRCLE AS ONE OF THEIR OWN.
WHEN YOU DO GET HIRED, WHICH YOU WILL, BE AWARE OF WHO THE TEACHERS
IN THIS INNER CIRCLE ARE AND BE CORDIAL TO THEM BUT DO NOT ATTEMPT
TO TRY AND FIT IN ... THEY MAKE THAT DECISION AND EFFORT.
