    Why doesn't he at least apply in NY? What about NYC? To limit
    yourself to Fairfield county would be a mistake because as the
    previous poster said, it is extremely competetive, even for high
    need areas.

    To get certified in NY he must pass the NY tests, at least three
    for Elementary Ed. His SC degree should be fine as long as the
    school was properly accredited. He would need the masters to
    move up the certification ladder, but if he is qualified, he
    should be able to get in with a BA.
