    It seems to be a double edge sword in some school districts. In
    the district that I'm in, there is a shortage of substitutes.
    Why? Because our substitutes get full time positions either in
    our school district or neighboring ones. Shoot! Do your student
    teaching in our district, you'll probably get a position if one
    opens up.

    When I applied to school district near Iowa City 10 years ago,
    there was a tendency NOT to put a good substitute in a full time
    position simply because they needed substitutes - They didn't want
    to lose their substitute. Applications for the full time
    positions were numerous. But getting a list of substitutes - an
    available of substitutes was a challenge. They wanted to keep
    their substitutes - substitutes, not turn them into full time
    teachers. It back fired for those people that could make the move
    and find employment elsewhere . . . but for others who were tied
    down a little more with husband's job and children enrolled in
    school district there, they seemed "stuck" in the substituting
    role.
