Below is a great letter to the editor on Ill pension mess. Cut off the
author's name...Ron Kruger wrote it.

money
The politicians ran on “no new taxes” for years and years while
spending went ever onward and upward. Roads and bridges kept being
repaired and maintained and pet projects of various political entities
funded.
Where did that money come from? It was borrowed or stolen (depending
on where you stand on the issue) from those pension funds under the
guise of discretionary spending.
All that means is that politicians took concessions from employees for
decades with the promise of an adequate pension, and then year after
year after year they found reasons to put off keeping their end of the
bargain while their workers performed their jobs and made their
contributions to their pensions.
Now when it’s time to pay off their debts and all that money that was
diverted is due, those same duplicitous politicians are scrambling to
blame the victims for the consequences of their actions.
Their solutions all seem to revolve around letting the victims pay
again. That’s the golden goose that they are peddling, except they
need the public’s complicity to get around the Illinois Constitution.
They need the public to help them dump their incompetence onto the
backs of the victim, so they lie to them, too.
