Get a degree with dual certification in elem ed. and special
ed. she will then get a job anywhere.

It's true that a special ed license will help her get a job much
more easily, but she has to want to do special ed! Special ed is
very difficult. She should spend time volunteering in a
classroom and talking to different special ed teachers before
deciding if it's really what she wants to do.
