You'll need to take your licensure questions to the state
dept. of education, but they're backlogged and it's very hard
to get answers from them. Be persistent!

I doubt military, ski instructor or longevity credit will
    count for anything.

I'm only familiar with Albuquerque. Leadership varies a lot
from school to school. The more rural districts will need
teachers more than the cities, but with the charter school
movement there seem to be a wider range of choices of places
    to teach.

The disciplines most in demand are math, science, special ed
and bilingual education, but the "teacher shortage" idea is
mostly a myth except perhaps in the rougher schools.
