I too am highly qualified in GA because of my undergrad
degree in early childhood education. Now I live in Ohio and
am considered HQ because I have my master's degree as well.
Go to ode.state.oh.us and it will give you the requirements
for being HQ. I do believe that you have to have a master's
degree but I could be wrong.
