Have you contacted the State Department of Education? I would
try that first and discuss your situation with them. They may
be able to point you in the right direction. Anytime I have
contacted them with questions they have been very helpful.
Don't just assume that this is a dead end. They may have
anticipated this happening and have something in place to
address this type of thing. Don't give up.
