Effective vs. Issue date on certificate

My friend moved to Oklahoma to teach in Tulsa Public Schools. He graduated from a reciprocating state and the transfer to OK teaching certification should have been an easy one. He submitted his paperwork in June and expected to be OK certified by the beginning of the school year. He has been teaching in the position, and was told that he will receive sub pay until his certificate comes in the mail from the Oklahoma Department of Education. His certificate did arrive with an effective date of July 1st, but an issued date of Sept 11. Tulsa public schools says they go by the issued date. This difference in language has cost him thousands of dollars- docking him 15 days for non-contract days. He is outraged and is now looking for alternative locations to work. How does OK expect to recruit certified and highly qualified teachers when this type of policy exists?
