Each district hires its own subs. They prefer subs that are
certified but many districts will hire you if you have a
college degree.

Since each district hires you need to contact human resources
in the district or districts in which you want to work to
fill out the application. Each district will have its own
application. Human resources will also tell you about
fingerprinting and background checks.

For subbing you need to go to the district to find out their
particular requirements. They can vary slightly by district.
