Demographically your area has grown as most have so
therefore there are larger numbers in the classroom.
Decrease in teachers has many reasons such as apathy, fear,
poorly administrated school systems, BURN OUT, low pay,
little teacher support, excessive bureaucracy.... sounds
like MCS to me.
Teaching is not the great and well sought-after vocation of
the past. Many teachers simply are not qualified to teach
their chosen subject matter. And more lucrative jobs in the
private sector is a more alluring prize. Sad state of
affairs...
