Need to read more than just headlines. I would suggest
reading the NCLB. The legislation requires that states
themselves develop their own standards and accountability
measures. Not accepting the federal money is simply
admitting that the extra money has not and will not be used
to close the gaps between the different subgroups.
While the NCLB is not perfect (no legislation is) almost all
the complaints people have about it are not part of the law
itself but how the States and Schools react to it. This is a
perfect example. There are no NCLB standards for Utah to
replace, the NCLB just requires that the State create them.
Perhaps one of the problems IS the lack of national
standards, but then people would complain about local
control.
As to the other responder, he been been making the same
unsubstantiated claims that cheating is widespread across
all of texas.
