    Only .6% of the population of Vermont is black. By comparsion, 13% of the US
    population is black. So this has nothing to do with teachers. You are simply
    asking the wrong question. The better question is, "Why are there no black PEOPLE
    in Vermon?"

    I don't know the answer, but I imagine it has something to do with history and
    where people settled and why they moved.
