Madison: Governor Scott Walker's budget repair bill has
passed in the Assembly, but Democrats are crying foul,
saying the Republicans may have taken an illegal vote.
After 61 hours of debate, it took Republicans in the
Assembly just 43 seconds to cut off the debate, pass the
bill, send it to the Senate, adjourn and then walk off the
floor as the Democrats cried shame.
At 1am, Sun Prairie Democrat Gary Hebl was speaking when
the Democrats noticed all the Republicans coming to the
floor, many of them wearing their coats.
They asked if all the Democrats would be guaranteed a
chance to speak. The answer from Speaker Pro-Tem Bill
Kramer was no. Fifteen Democrats still had requested to
speak.
As soon as Hebl finished, Kramer immediately made the
motion to on the bill himself. "Having been read three
times shall the bill be passed? All in favor will vote aye,
all opposed will vote no, the clerk will open the roll."
The roll was open for 17 seconds. "The clerk will close the
roll. There are 51 ayes, 17 nays the bill is passed."
28 members did not even get a chance to vote, including two
Republicans. Four Republicans voted no, meaning only 13 of
38 Democrats were able to vote.
