No tax rebate, surcharge them, or tuition refund incentive
withold their income tax rebate or surcharge them just like with speeding tickets! If their child is an academic hazard, just as a bad driver is, they should be charged for the extra burden that they place on the system. I would consider an "academic hazard" as a student with poor work ethic or disruptive in classes. The parents of excellent students should get a tax refund equal to the amount of tax they pay to schools. State Universities offer scholarships for free tuition, why shouldn't public schools?
