Assign additional hours?

My county is saying that since I am a salaried employee, they can assign additional hours (1 hour total a week) after students have left for the regular school day (and after teacher workday hours are over) to serve a homebound student. They say that as a salary position you stay until the job is completed. If the job was assigned during normal hours as a teacher I always have extra work to do and stay late or work in the evening at home. I don't understand how they can assign hours after work. Is this right?
