hahaTough to say. I recall people moving from DoDEA Americas still having issues and having hoops to jump through (and we had issues moving from Europe to Japan).
They have since changed all email addresses to the @dodea.edu format but have no idea if that would eliminate the obstacles for you.
HelpOthersMy America's CAC worked only as an identification card. I still needed my passport and orders to get onto the military facility. I needed a new one in my current location to get my new e-mail, log into the computer, and to have the commissary and exchange privileges.

2. Yes. If your college student is younger than 21, you would have them added to your orders. I believe you can have delayed travel for the student, so they could join you at the school's break. You can also look into educational travel which includes one round trip within a calendar year. The subsequent ones would start on or after the date of the first travel, so it becomes like an anniversary date. You may want to have that one be during the summer months, but there can be issues with RAT and Education travel, because the student must be at your duty station 30+ days before taking RAT.
You will need a letter from the college indicating your child is a full-time student. Once they turn 21, they could remain on your orders as a full-time student until age 23, but you would no longer receive LQA for them. You won't receive COLA/PA allowance for anyone who is away fro the home more than 30 days. Educational travel also is not available after the 23rd birthday.
Insurance can still cover them until age 26.
3.Your dog will not go on your orders. However, when you schedule your flights, talk tot he agency about your dog and they may help you coordinate travel for your dogs on the same flight. Look into the regulations for pet travel to the country you will live. Some have strict quarantines (Japan for instance).
CmcI feel your frustration. I'm a local applicant and have not been able to land an offer. I interviewed last year, not selected. This year, made the referral list, did not interview, a stateside candidate was hired. We're leaving next year so maybe I'll have better luck elsewhere.

HelpOthersThey are not on your orders, but if you are going overseas, you can coordinate with the travel office so that you are placed on a flight you have also arranged for your pets. It can be complicated, but it is usually possible.

You can also try contacting the housing office at your new/future vacation. They may have some good information for you (but may not commit to anything specific until you are there, with your orders, etc).
As I understand it (and recall reading), "with family" means the employee and one other family member (as opposed to a single person). So, you should fall under the 2-3 dependents category.
The tricky bit is the utilities, which also need to come out of LQA and can vary quite a bit, especially if it is a place that gets an actual winter and you need to account for oil, has very hot summers when the electric will go up quite a bit, etc. Teachers already there could help with some good ballpark numbers.

Is it possible to work at your current school right up until your flight date or do you have to stop working prior to departure? I'm attempting to plan the next few weeks, family visits and such but I'm also keep in mind that I was told I could end up owing money.
kiki08@LolaTeach when did you start at you new assignment & when did you leave your old one? Did go from DDESS to DDODS? I have been told the later you start in the year the less you will owe and when you start after spring break you won't owe anything.
HelpOthersWhen I moved between stateside DoDEA schools mid-year, I only had three days of admin leave to pack up, drive to the new location and unpack. I still owed some at the end, because my first school started much later than the new school. Make sure to look into that early so any pay difference can be dispersed through the remaining pay days.
