It is the only reason I have seen. However, part of locking it could be finalizing qualifications, etc. before contacting you. I agree it is reasonable to ask, especially since you have another job offer.

I received request for an interview, way early in the process, but no notification from EAS. Well it looks like I was not selected since it has been two months. I have since then revived 10 referral notices but no request for interviews??? I think I jinked myself, lol anyone else experiences this?

I just noticed this statement at the top of my EAS. Does this mean that I have been chosen for the ET position that I interviewed for last week?

At this point, I would say go ahead and call HR to ask them about the status. They may give you information.

Lots of red tape, procedure, and regulation within the government. Any time a specific form is requested/required. Use it. And as mentioned above, save a copy that you keep forever.

I agree that it sounds a bit vague as to what she actually meant. While you had her on the phone you maybe should have made sure she pulled up your actual file and was telling you that you would still be eligible for referral lists with your EAS in it's current status (if you haven't already).

Sounds like the person is saying your application is complete and the next step is to wait for your name to appear on a referral list.

And no, not from my reading/experience, DoDEA Americas does not give a candidate any official type of preference as far as referral lists (that I am aware of).
It might help when a principal is looking for who to interview (i.e. familiar with the system/curriculum/terminology, references from a DoDEA principal, etc.).

I think when referral lists are run, points are provided based on Veteran's status and number of certification areas if being hired from outside DoDEA. Veterans' preference does not help once you are in the system. Some principals, after receiving a list decide they want someone with DoDEA experience and some want someone from outside DoDEA. Here is the link for the Stateside pay scale for educators (not admin). Puerto Rico is a different scale.
