There used to be a transfer round for current DoDEA teachers and those openings used to sometimes get posted (which would in theory leave similar sized holes in other locations that stateside hires could fill). Also, Japan used to have it's own mini-transfer round and I would post openings from there.
I have finalized my application and submitted two years in a row. I have a social studies 7-12 renewed license and I am living in Japan. I have been considering taking the appropriate tests to add a SPED qualification this year. It is two specific tests that will take a bit of time to study for. Because I have a Masters in Education, I am able to add different qualifications to my license.
Do you think this is worth it, and might it make a difference in me being selected?

I have lived in Korea and Japan and of course I am good at Korean and have been certified as a New Jersey Korean teacher. Our salary scale is based on the average of 267 districts serving 100,000 or greater so all of the raises won by teachers in the US has had a trickle down effect.

In the EAS, does "Date Available" affect when you appear on referral lists? That is, if my date available is 1 July 2019, will I still appear on referral lists being generated now? Or would I appear only on lists generated after 1 July?
hahaIt generally means when you would be available to accept an offer and/or start a position. I always put the end of the school year where I was working (or earlier). You "should" make referral lists regardless since people often get referrals or interviews mid-year, even if they put their availability for the following year.
hahaYep. It's always a bit murky (prior to the last couple of years, things didn't really start until May/June). This year there are even more factors to contend with.
Good news is that ES positions often are stand alone and do not require multiple subject certifications like many HS positions do. Bad news is that many ES positions seem to get filled by military/civilian spouses.
Good news is that military spouses often have to resign when their spouse gets orders and those positions become available. And so on...
It would be nice if any of us had access to actual numbers and data to compare pathways to being hired by DoDEA overseas and to be able to see how much of an advantage it actually is. Short of that, all we have is anecdotal information (which is mixed) and our opinions (which are also apparently mixed).
For the OP, whether your child could attend the base schools varies by location but generally depends on whether you are living on base or not. Did they already tell this is not an option for the base on offer?
Also, as far as it being unproductive for DoDEA to lock you out for taking an interview and turning it down, I presume that they don't want people cherry-picking the "best" assignments and/or wasting principals' and HR's time, energy and resources (and speaking for HR, those things often seem to be in short supply based on the service some people receive).
