Not transfers, however you can apply and generally you will be higher on the list if you are internal applicant. I did it last year. I received several referrals and interviewed in late June. I received the tentative offer, the same day. Interestingly enough, I now want to go back to DODEA, which doesn't seem as easy.....

Yes, your application is frozen until the following school-year. Also, I believe this information is noted somewhere, so that in later years, people deciding who to call for an interview may know you turned down an offer after an interview. I wouldn't be turning it down due to another location. It is more of a making it work issue. When I had first applied, I was not aware that stateside jobs only credit you 5 years of teaching experience. I probably should have asked. I think most school districts, just don't want you leaving to work at another district within driving distance. If they know you are moving more than 50 miles away, they are more likely to release you from the contract. If you wait until you have orders, you have evidence of that.

Make sure they have your employment verification forms signed by your previous districts. Let them know the step they have offered is not correct, but you accept the position as long as the starting step is corrected. That happened to me too, Mrs. C. I went in and got them done at the police station because the second email said what form to use but they never even asked for fingerprints in the initial email and then I got a warning.

I got an email with instructions for fingerprint cards and then the cards came over night with a prepaid envelope to overnight back to Virginia. This all happened the same day or so that I got he eqip email. So strange that it varied so much. I agree to contact your security rep ASAP.

You may be reimbursed for up to 10 days I believe for hotel cost and rental car, while in the states (not clear about this one) but your actual TQSA does not begin until you arrive in the country of your duty station. Yes. Sometimes the list is pulled more than once, or there is more than one vacancy for which you are qualified. Look into the differences between PR and the rest of the USA (relocation is covered and the cost of living is already in the base pay). English would probably be better for increasing your chances of making referrals, interviews etc. given that DoDEA schools generally have more ELA teachers than they have PE teachers or ESL teachers.
