I have heard that it does come into play when principals have to choose between candidates, in that that all things being equal, they are supposed to choose the veteran (and if they do not they have to fill out some paperwork to justify it).
In practice, candidates are rarely completely equal so principals seem to be able to hire whoever they want in many/most cases.

I got the email to update my application. If am keeping the same professional evaluations as last year, do they re-send those evaluations, and do my references need to fill them out again? Just checking to see if I need to follow up with them to make sure they do it. Thanks.
FrankI got an answer to my question by emailing the EAS administrator. They said, "No, if your current supervisor provided one last year then a new reference is not required"
I have uploaded official transcripts,etc and you can see those corresponding documents listed. However, when I tried to attach the Form 5013, those do not show up in the list. Why? Where did it go? Should it be there and I need to try again? Grateful for the advice!
AmyI appreciate both of your responses! It's frustrating because when I called yesterday, the lady said the form should be listed and to logout/login again. However, I also emailed because I had tried that suggestion, and the response I received said the form will be invisible to me, but the office folks can see it. Here's to hoping they see it!
