That's what I went to Germany on in fall 2016 when the background checks were first handed over to a contractor or something and the process took 2 months when before I made it to Japan in like two weeks. My principal didn't actually have me teach line of sight (instead it was normal) and I'm not sure exactly when the LOSS was lifted....if ever.

It was used for many people when there was a huge number of people who needed the background checks all at the same time due to a new regulation. Now, it occurs more when someone in the local area is hired. Yes, in the past, you could attempt to transfer into and out of Guam in the transfer round.
Apparently you still can select Guam as a target location in EAS as a permanent DoDEA overseas teacher.

Does anyone know the best email to get your EAS application unlocked/unfrozen? I emailed the one from the "contact us" tab on the eas website usarmy.ria.chra-nc.mbx.dodea-eas-applicant-inquiries@mail.mil but it's been over a week and I haven't heard anything back. Apply as a CONUS hire for now. After you have orders, you can change it to local hire. If hired before changing to local hire, you would qualify for your own sponsorship, so that when his civilian job is over, you can decide whether to stay there under your sponsorship or not. I believe that overseas teachers get up to 10 years of credit and teachers who teach for a stateside schools get up to five years.
