Basically what ML wrote. School Psychologists generally do intellectual assessments, FBA's and develop/oversee 504s (as well as some counseling, crisis intervention, etc).
SPED Assessors generally act as assessment case managers for new referrals, conduct achievement testing (and some other testing), write syntheses, etc.

Thanks for the info. The psych job with DoDEA is sounding better to me all the time, as right now I am doing all of that plus a bunch of administrative work for much less pay (in Arizona). Janie, it seems like most consider you out of state if you have not lived in the state for the previous year. Some have exceptions if your child graduates from a high school in their state. Thanks for the information. I looked into it and we would be considered out-of-state for tuition purposes. I never even considered that college costs might be affected. It hasn't been a problem for me or any of the new hires that I know/heave heard of. I am sure it can happen occasionally to someone out of thousands of gov't employees but wouldn't really stress about it.

A coworker in Okinawa that had pay problems had so much help from her housing agency, our school, the union, etc. She and her family did not go without. So, if you end up being one out of thousands that have an issue, you will have support!

It is better to wait and only e-mail after being placed on a referral list.

The principal is limited to only considering the people who are on the referral list sent by headquarters. This is another new change. Principals do not want to appear to show favoritism, so the best thing you can do is make sure you have all the needed information in your application, so hopefully you will make a referral list.

The testing piece only helps if it means you can get State Certified in that area, because it reduces the required number of credits for the DoDEA certification.

Yes I have 15 hours in ESOL. 6 of which are methods courses. I was going to test and add it to my state certification so I can qualify with the 15 hours.
