The vast majority of regular DoDEA teachers (non-active duty spouse) live off base. That's true in all three Areas.
There's only a very narrow subset of teachers who find living on base to be superior. Off base housing is superior, and you have more freedom. On base housing is subject to lots of rules, a fishbowl lifestyle, and a few other drawbacks.
If you're interested in DoDEA-Americas, then research the the towns around those schools, and the public school districts. Most DoDEA-America teachers live off base in a beautiful house, with a mortgage, and send their kids to public schools. Because America has a highway system, some of those teachers live 50 miles away. They live where they want to live, and they send their kids to school where they want to send them.
And DoDEA-Americas teachers don't "worry" about where they send their kids to school. They simply buy a house in the best school district.
Not every location is perfect. But focus on getting the job offer. Let's pick the curtains later.

So, no guarantee, but an district move seems more likely to happen/come back than a full system wide transfer program.
But basically, yes, that is one of the few options open to us right now (although you could apply for DoDEA Americas positions, rather than just quit your overseas position).

The email went on to say that the position is teaching business part-time or 20 hours per week. Since it was part-time, DODEA will not incur any cost in movement.

How many o...See More1) Will teaching at a DOD stateside school help me to get hired overseas in the long run? *Possibly, if the hiring person is hoping for someone familiar with the DoDEA system and processes. And, they may trust the supervisor's reference especially if they happen to know them personally.

How many of those years will be counted towards the pay scale? *While working stateside, only 5 years of experience will be credited, so you would start on step 5. However, if/when you go abroad, they would credit up to 10 years, plus how ever many years you work DoDEA Americas. So, At of after 10 years of experience is a good time to just get into DoDEA to continue to add experience years and start on your retirement.
3) Do you get LQA or any assistance when teaching stateside? *No. However, the ore expensive areas have a cost-of-living built into the base-pay, which is why not all the scales are similar. On the other hand, some schools are in very inexpensive areas where you could easily rent a place on or off base for $1000/month. If working in the USA, your husband would have more opportunities for work. However when/if you go abroad, the LQA and Post Allowance would likely cover the expenses his income was covering.

It seems that when there are hard to fill positions, they are more likely to send out internal emails for positions that open to internal applicants.

So I was rated qualified in Social Studies, possess a master's in history (from Norwich, and have just completed my fifth year of full-time teaching. I listed any location under my preferences.
I got a singular referral, but no interviews. I am planning on finishing my national board certification in the fall. Is there anything that you all can think of to make myself a more attractive candidate?
I do recognize that Social Studies is a field with a lot of competition, few positions and that this whole mess has most likely affected the number of positions that will come up this year.
hahaLook into AVID. It is often combined with SS and generally only needs a short workshop to become certified.
Agree with the advice to see what you already have in your transcripts, what you can test into adding onto your state cert (if your state allow you to add by testing) and then reassess what might be the best/easiest area to add.
HippolytaDon't forget, if your state allows certification via testing, the course work required by DODEA is cut in half. Also, consider AP training. Many states are offering online AP training this summer.
I have been given a tentative offer for an overseas job for the 2020-2021 school year. I am waiting for my fingerprints to be processed to complete the background check. The location I am going to has a two week quarantine and I will need to apply for a visa as well. When would you typically start shipping your household goods and purchase plane tickets? This is all new to me!
