Quick question: if I'm applying to all continental u.s. schools, and we don't care where we end up, do i have to get licensed in each state before applying? So, to be considered by ky, nc, sc, al, and georgia, do i have to be licensed in all those states?

Or can you be hired, then get your license?

I'm licensed in 4 states already, but only one is dod.

haha Not an expert on stateside DDESS (or DoDDEA Americas as it goes by now) but I believe that a DoDEA certificate will trump the host state requirements as long as you are teaching in a DoDEA school. You definitely do not need to have a certain state's certification before applying.
