I spoke with a friend who teaches in Japan and it sounds like some schools are interviewing local hires right now, then they will interview those trying to be hired from the US if there are positions available.

I received 6 referrals tonight from the same school in Japan, for the same position....I'm guessing there aren't 6 gen ed vacancies, and this is a computer glitch?

It's probably a glitch but there were two elementary schools that each had at least 5 elementary positions when the Pacific East vacancy list came out last month.
