It is a new position that was created with the new organizational changes. If you go to the DoDEA website and read about the changes, you can see what types of ISS positions there will be and where they will be located.

I was with DDESS from 2004-2006 and I don't recall us having ISS positions. However, when I returned to DDESS in 2010, we had them for every subject.

Unfortunately they are generally considered to be not particularly useful positions for the money that is spent on them. Very few seem to actually be very productive or do much beyond send out the odd email about "useful and interesting websites".
