The main reason to live on the military installation is to allow your children to attend DoDEA schools. When you are assigned abroad, your children can attend whether you live on or off the installation. I know that Ft. Leavenworth allows DOD Civilians and o live in military housing.

Fort Knox currently has plenty of housing for civilians. Fort Bragg allows it, but you may be on a wait list for a long time. i don't know about other locations.
